The fact that the cpu led stays lit all the time perhaps is caused because the check can not continue after the code 76. Also the fact that you can not enter the bios is weird. Code 76 is about the PCH (Platform Controller Hub or in other words the chipset). That means that the error is caused or involves the chipset of the motherboard. Since you removed your GPU, all sata cables, you tried new ram dimms in all slots, checked the cpu socket for damaged pins, checked for any short-circuit points and you still have the same error without posting then I think you should return the motherboard and get a replacement or refund.
