If you have an AMI one - then only 6th version of patcher can help you in modding the BIOS (though, this is not recommended at the moment, because BP v6 is at alpha stage now and intended primarily for bug-tracking purposes). Otherwise, you can use 4.51beta, that you already have - it seems almost stable .
After patching you have to try installing new CPU. If it works - it works . If it doesn't - you'll have to find and remove a capacitor on RESET# line (AG3 pin) or replace it with a lesser one (about 18pF – 51pF) to improve stability.
After making CPU mobile you can select any multiplier less than maximal. If you close L5(1) - it will mean: any, less than 24x. That's enough for you?
BP with /a option only sets max multiplier less than possible (e.g. /a15 means 15x instead of 24x). This is useful if your mobo tries to start CPU at 24x and fails to do it. It doesn't add option to change multiplier from BIOS setup. To change multiplier you need some third-party software like CrystalCPUId, CPUMSR, etc...
